Cabinet of Ministers Has Rejected Idea of Mobile Gas Stations for Now — Kuyun

The Cabinet of Ministers of Ukraine has so far rejected the idea of mobile gas stations in order to protect consumers from low-quality fuel and avoid risks related to tax payments, but gas station operating schedules will be revised, according to Serhiy Kuyun, director of the consulting firm “A-95.”

“The idea of mobile gas stations has been put on hold to avoid facing the situation currently unfolding in Russia, where many people no longer drive anywhere due to the authorization to sell low-quality fuel. Moreover, the state’s need for fuel taxes hasn’t gone away, and in this chaos, it will be even harder to collect them,” Kuyun wrote on his Facebook page on Friday.

At the same time, as he noted, certain measures regarding gas station operations under shelling were discussed at a recent meeting with the prime minister.

“At the meeting, representatives of the gas station network assured that they would continue operating, as they have gradually adapted to the new realities. But operating hours will obviously be changed (shortened), and service operations in dangerous areas will be temporarily suspended… The less often and the less time you spend at a gas station, the better,” Kuyun noted.

He also noted that the issue of fuel delivery remains critical, as the enemy has begun targeting fuel tankers.

The director of “A-95” noted that, according to estimates, up to 200 gas stations and oil depots have already been damaged, including four oil depots and nine “OKKO” gas stations, 22 “WOG” facilities, and 12 “Ukrnafta” facilities.

As previously reported, on July 7, the Prime Minister of Ukraine held a meeting with oil traders to discuss the necessary measures to ensure continued fuel supplies to frontline regions amid ongoing Russian attacks on gas stations and fuel complexes.

At the time, Danylo Getmantsev, chairman of the Verkhovna Rada’s Tax Committee, noted following the meeting that the government and market representatives have a clear plan of action to ensure uninterrupted supplies and prevent losses. He also announced that the necessary decisions would be adopted in the near future.

Shelling and lack of funding holding back housing supply – NBU

Housing supply in Ukraine remains limited due to a lack of funding sources for developers and the effects of shelling, according to the NBU’s financial stability report for December 2025.

According to the regulator, the area of housing commissioned in the first half of 2025 corresponds to the figure for the same period last year, but the share of apartments in this structure has decreased. According to the NBU, the supply is mainly replenished by the completion of long-started residential complexes, while new projects are launched extremely rarely and mainly in the western regions.

Separately, the NBU emphasizes the impact of air strikes: in the first nine months of 2025, more than twice as many homes were damaged by shelling than in the same period last year.

In August, Express Insurance paid out nearly UAH 2 mln for cars damaged by shelling

In August 2025, Express Insurance paid more than UAH 1.8 million to seven car owners from Kyiv, Dnipro, Zaporizhzhia, Sumy, and Mykolaiv region for cars damaged by falling rocket debris and UAVs, according to the insurer’s website.

In addition, it is noted that August saw the highest number of incidents caused by natural disasters since the beginning of the year. The total amount of payments for these incidents reached almost UAH 1 million. Hail was a frequent cause of damage, and there were also reports of trees and roof debris falling due to strong winds. The events took place both in the capital and in the regions, in particular in Khmelnytskyi, Uzhhorod, Zakarpattia, and Chernihiv regions.

In August, the company settled a total of 608 insurance claims under CASCO and OSAGO contracts. Of these, 448 claims were under CASCO, and another 160 were under compulsory civil liability insurance.
The total amount of insurance payments at the end of the month was UAH 43.6 million, including UAH 35.4 million for CASCO and UAH 8.2 million for CMTPL.

Incidents under CASCO contracts this month traditionally involved traffic accidents (88%). In addition, customers filed claims due to unlawful actions of third parties (7%), natural disasters (3%), and events caused by military actions (2%).

In 58% of cases involving MTPL policies, the victims filed insurance claims with the participation of the police, and another 42% followed the Europrotocol procedure. The largest payments in August to victims under CMTPL policies amounted to UAH 250,000 for property damage due to traffic accidents in Kyiv and Dnipro, and UAH 320,000 for health damage to a victim of a traffic accident in Kyiv.
