“Kyiv Metro” has signed contract with Avtostrada for construction of subway to Vynohradar for UAH 13.8 bln

Kyiv Metro has signed a contract to continue construction of the Syretsko-Pecherska subway line in the direction of the Vynohradar residential area, with Avtostrada Group LLC winning the tender.

According to the website of the Kyiv City State Administration, the construction period is set at 30 months and the cost of the works is UAH 13 billion 785 million. The procurement was conducted on the Prozorro public procurement platform.

“We are currently in the process of obtaining all the permits required by law and handing over the construction sites to the contractor. After that, construction work will begin,” the statement said.

The city administration emphasized that the construction of the subway will not only solve transportation problems, but will also provide residents of the Podil district with “round-the-clock reliable shelters.”

According to the Kyiv City State Administration, the right-hand tunnel has already been built, stretching almost 1,250 meters from Mostytska station to Syrets station. In addition, the construction of the main structures of the distillation ventilation unit has been completed. Also, the wall-in-soil method of enclosing structures and the metal structures for the pit have been partially installed. The main structures of the combined traction substation were constructed, and two-tier tunnels were partially constructed.

In December 2023, Kyiv Metro terminated the contract with Kyivmetrobud JSC in court due to the failure to meet the deadlines for construction work. The court is considering the recovery of a part of the prepayment, the use of which is not confirmed by the relevant acts of work performed, as well as penalties.

Kharkiv subway has announced tender for insurance of train drivers

KP “Kharkiv subway” on July 13 announced a tender for insurance of train drivers against accidents during the service trip, reported in the system of electronic public procurement Prozorro.

The expected cost is UAH 29,682 thousand.

Documents for participation are accepted until July 21, 2023.

After long break in Kiev, construction of subway to Vinohrady was resumed

After a long break, the construction of the subway to Vynohradar has been resumed in Kiev.
As the head of the Kyiv subway Viktor Brahinsky said on the air of TSN, the contractor has resumed the construction of a new subway station in Kyiv – Vinohradar: first the consolidation of already built tunnels will be completed, and then will begin construction of the second tunnel from Mostitskaya station to Syrets station.
According to Brahinsky, there is no clear timeline for the completion of the work yet, because the pace of construction is affected by the current situation in the country.
“Of course, the pace of construction is affected by the current situation, because construction crews and everyone involved in the construction during the air alert must be safe. In addition, the unstable power supply slows down the work process. But despite the difficulties arising from the war, the Kiev city authorities and the subway are making every effort to ensure that this project will continue,” – said the head of the subway.
Previously, the capital authorities had promised the citizens to open the first station at the end of 2021, but it did not meet the deadline, and then the war began. According to the previously published project, the Kyiv subway is going to build four new stations from “Syrets” terminus: “Mostitskaya”, “Prospekt Pravda”, “Vinogradar” and “Marshala Grechko Street”.

Kiev subway has resumed its work – measures Klitschko

The Kiev subway has resumed normal traffic after the missile attack on Kiev and a prolonged air alert, the city’s mayor Vitaly Klitschko said.
“At some underground stations, where a lot of people have gathered, passenger disembarkation is resumed gradually,” Klitschko wrote in his Telegram Channel on Tuesday.
According to him, due to the accumulation of people at subway stations that worked as a shelter, the “red line” subway trains ran from the station “Akademgorodok” to the station “Arsenalnaya”, but the disembarkation of passengers beyond the station “Polytechnic Institute” was not made.
In turn, the “green line” of subway plied from “Syrets” station to “Druzhby Narodiv” station, as well as from “Osokorki” to “Krasniy Khutor. The “blue line” of the subway was running in normal mode.
“Now the subway is gradually resuming traffic in the normal mode,” summed up the mayor.

4G COMMUNICATION IN KYIV SUBWAY COULD BE LAUNCHED IN SET TERMS

The introduction of 4G communication in subway is the issue of the national scale, it is possible to implement the project in due time, according to participants in a meeting devoted to the launch of 4G communication in Kyiv’s subway held by the Kyiv City Council with representatives of the Kyiv City Administration, the Ministry of Digital Transformation, the Verkhovna Rada, municipal enterprises, mobile communications operators and Internet associations.
“The introduction of 4G communication in subway is a national issue. The law must be implemented. There are legal processes that must be followed. If we combine the efforts of all participants in this process, the project will be implemented within the announced time frame,” advisor to the Mayor of Kyiv Maksym Bakhmatov said.
According to him, now all important technical aspects have been agreed with the subway, and the operators have provided the required technical documentation.
“Operators have already imported the first consignments of special equipment for building a network into the country and are waiting for legal grounds to begin installation work in the subway. The full-fledged implementation of the investment project depends on making a decision by the Kyiv City Council on the fee for telecom access to municipal property,” Corporate & Regulatory Affairs Director at Kyivstar Oleksandr Kogut.
According to the plan, the launch of 4G communications at the first subway stations, namely Akademmistechko, Zhytomyrska, Sviatoshyn, Syrets, Dorohozhychi, Heroiv Dnipra, Minska and Obolon, is expected in March 2020. Until the beginning of 2021, high-speed mobile communications should work at all stations and tunnels of the Kyiv subway.

TOP MANAGERS OF KYIVMETROBUD READY TO COOPERATE WITH LAW ENFORCERS TO BUILD SUBWAY LINE TO VYNOHRADAR

Top managers of PJSC Kyivmetrobud, acting as a contractor general in the project to extend the Syretsko-Pecherska subway line in Kyiv’s subway, is ready to cooperate with law enforcement authorities in order to continue construction works, Director General of PJSC Kyivmetrobud Kostiantyn Saliy said at a press conference at Interfax-Ukraine on Wednesday.
“The owners of Kyivmetrobud unanimously appointed me as director general, so that the previous director, Mr. Metelytsia, could deal with what he is directly doing – the construction of the subway. Political, media and team reorganization issues will be led by the director general,” Saliy said.
According to him, the enterprise will conduct an inventory of material and technical assets, as well as turn to law enforcement authorities regarding the likely embezzlement of funds.
“At the moment, the Prosecutor General’s Office has decided to seize accounts. They are also developing a “recipe” on how to control the distribution of these funds transparently. We believe that it’s good that the Prosecutor General’s Office will be present and observe how the work is being done. The Prosecutor General’s Office will also have access to documents, [will see] where the funds went, what work was done, who signed papers with margins, and will identify the whole range of interested parties,” Saliy added, noting that resolving the situation around the enterprise depends on law enforcement authorities.
As reported with reference to the press service of the Prosecutor General’s Office, the investigating judge of Kyiv’s Pechersky district court seized money in the bank accounts of PJSC Kyivmetrobud and its branches.
“In the future, the Prosecutor General’s Office will appeal to court with a motion to transfer these funds to the ARMA [Asset Recovery and Management Agency] with the possibility of making payments to build the subway under control of the state,” the press service said.
Oleh Tokarev, the head of the Kyivmetrobud’s supervisory board, said at the press conference at Interfax-Ukraine that the reason for the change in the company’s management is the unsatisfactory pace of subway construction towards the Vynohradar area, due to which the launch of the subway line is postponed for a year.
“The amount of the tender is UAH 6 billion. At the end of the year, an advance payment of UAH 2.6 billion was received. During the year that we lived with Director General Vasyl Kobil, UAH 1 billion was spent and work for UAH 150 million was completed but not signed by the customer. “This is only 2.5% of the contract amount. Therefore, on December 17, the supervisory board decided to dismiss Kobil and appoint Oleksandr Metelytsia to the post of director general,” he said.
In turn, Managing Partner of the Ilyashev & Partners law firm Mykhailo Ilyashev said that a “series of myths” about the seizure of the enterprise are being spread and suggested that “the problem was inspired by the former head.”
He also commented on the statement of the Justice Ministry on the reinstatement of the director of PJSC Kyivmetrobud and making appropriate changes to the public register.
“The minister did not annul anything. He did not cancel any decisions of the supervisory board and could not cancel, because this is outside the competence of the Justice Ministry. Most likely, this was about the conclusions made by the commission under the Justice Ministry that the notary who made changes to the register made a technical error. Today, these documents will be submitted to the notary so that the relevant changes are introduced again,” Ilyashev said, emphasizing that the statement of the ministry does not cast doubt on the lawfulness of the decisions of the supervisory board.
As reported, in 2018, Kyiv Metropoliten entered into an agreement on construction work to extend the Syretsko-Pecherska subway line with Kyivmetrobud, which won the tender held on the ProZorro platform.
As part of the first phase of work, it is planned to build two stations, Mostytska and Prospekt Pravdy, at a section of almost 4 km, and branches to the Vynohradar station to extend the line.
It was planned that the work will last until 2021, and its cost will be UAH 5.993 billion.
