Naftogaz of Ukraine rejects construction of Lviv’s first CHP plant on wood chips

NJSC Naftogaz of Ukraine has refused to implement the UAH 1 billion project to build the first powerful biofuel CHP in Lviv that was launched when Yuri Vitrenko was in charge of the company, Lviv mayor Andriy Sadovoy said.
“Unfortunately, we have not found the support of “Naftogaz” in the implementation of this project, so now the process is suspended. We are directing all our energy, in particular, to the construction of a waste recycling plant,” he told Energoreform correspondent on the sidelines of the high-level meeting “Agreement of Mayors in Ukraine: Planning Sustainable Development Together” in Lviv on Wednesday.
At the same time, Sadovy noted that no money was allocated from the city budget for the CHP construction project. “It was an initiative of the former head of Naftogaz (Yuriy Vitrenko – ER), but today the management of the company has a different opinion regarding such projects in Ukraine,” the Lviv mayor explained.
At the same time, he pointed out that among other things there is a waste composting station in Lviv, and other eco-projects aimed at reducing CO2 emissions are implemented.
As Ukrainian News earlier reported, in September 2022, the Naftogaz of Ukraine jointly with the Lviv City Council launched a project to construct a combined heat and power plant on wood chips, which was planned to be put into operation by February 2023.
As Vitrenko said then, the cost of the project for the company will cost approximately UAH 1 billion.
Sadovaya, in turn, noted that for the city it will be the first powerful CHP plant on alternative fuel, which will cover about a quarter of its needs in heat. “We have planned such a project with the EBRD for a long time, but according to their classical procedures we could start it only next year. But Russian aggression has so activated the thought process that we came to agreements with Naftogaz,” he explained.
Similar projects were planned in other cities: under Vitrenko, Naftogaz announced its intention to build at least nine combined heat and power plants in eight regions of Ukraine with a total capacity of 250 MW of thermal energy and 52 MW of electrical energy.
According to Sadovyy, the construction of a waste processing plant in Lviv is planned to be completed by the end of this year. The works are 25% completed.
“Covenant of Mayors in Ukraine: planning sustainable development together” is the biggest movement in the world concerning climate and energy, which started in the European Union in 2008. Now the initiative unites 11 thousand local and regional authorities in 55 countries of the world. For today almost 300 Ukrainian communities have joined the climate movement. They have developed 180 action plans aimed at solving energy and climate problems. Signatories of the agreement in Ukraine have pledged to reduce CO2 emissions by more than 25 million tons per year.

MTSBU gave explanations for citizens of Ukraine in case of road accidents abroad

In case of a traffic accident abroad, if a Ukrainian driver is injured, he should contact the insurance company of the accident culprit. This can be done either in the office of the company or by post or electronically, the website of the Motor (Transport) Insurance Bureau of Ukraine says.
Information on how to submit information on the accident and a package of documents necessary for the settlement is mostly placed on the websites of the respective insurers.
Payment of insurance compensation is made under terms determined by the legislation on compulsory third party liability insurance for car owners of the country where the accident took place.
If the accident initiator has no liability insurance policy (it happens abroad as well), you may apply to the Green Card Bureau of the country, in which the accident initiator’s vehicle is registered, to get advice on further actions of the injured party. The list of national bureaus is available on the MLSAU website.
The MLSAU points out that it has no authority to settle accidents involving vehicles registered in Ukraine abroad.
MTSBU advises that in case of traffic accidents abroad you should call the police and other services, if necessary, and not leave the scene of the accident until they arrive. If as a result of the accident there were no traumatized or dead people and/or considerable damage to the vehicles of the accident participants, it is possible to draw up an agreed statement about the accident – “Europrotocol”.
In most member countries of the Green Card system the euro-protocol form is unified, i.e. its structure, names of fields and fields are the same. Every insured can obtain a Ukrainian blank of Europrotocol at conclusion of Green Card contract with Ukrainian insurer. A “euro-protocol” form and instructions on its filling in are also available at the MTSBU website. The euro-protocol should be filled in in the language of the participant of the road traffic accident. In no case sign a document if you don’t understand its content. If you can’t avoid it, state in Ukrainian that you don’t understand the content of the document and the language in which it is composed.
After taking measures for the safety of all road users, if technically possible, you need to: take pictures of the place of the accident, damage to all vehicles or other property, fixing the coordinates of the accident place (geolocation data), or make a video recording of the accident place.
Record data of other participants of the road traffic accident: name of the driver, driving license data, contact phone number, name of the insurance company and policy number; record information about witnesses and their contact information.
Take photos, if technically possible, of all documents executed at the place of the accident (police certificate, euro-protocol, etc.). If, in your opinion, you are the person who caused the accident, provide the other party with information about your Green Card international insurance contract. You can get information about the Green Card contract status remotely on the MTSBU website – by the contract number or by the state number of the vehicle.
If, in your opinion, you have suffered an accident, insist that the person at fault provide you with a copy of your insurance contract (or information about it) and notify your insurer of the accident from the scene of the accident. If it is obvious from the situation that you are the injured party – do not provide anyone but the police with a copy of your international Green Card insurance contract to avoid becoming a victim of fraud.
Irrespective of who you think caused the accident, inform the insurance company you concluded a Green Card contract with about the accident as soon as possible by any communication means agreed with the insurer.
MTSBU draws the attention of Ukrainian car owners to the mandatory availability of the international insurance certificate “Green Card” in case of operation of the vehicle abroad in the territory of the member countries of the “Green Card” system, which, besides European countries, also include Azerbaijan, Tunisia, Morocco, Turkey and Iran.

Europe may return quotas on poultry, eggs and frozen fruit from Ukraine

The European Commission is studying the situation on the poultry, egg and frozen fruit markets and is ready to return to tariff quotas if Ukraine maintains the current scale of their supplies to Europe, EU Agriculture Commissioner Janusz Wojciechowski said.
During the session of parliamentary committee on agriculture, which took place on Monday, he said that at the moment there is no reason to prohibit import of any other goods, except wheat, corn, rapeseed and sunflower, from Ukraine to Bulgaria, Poland, Romania, Hungary and Slovakia. These goods are also allowed to transit the territory of these five countries, reports pap.pl.
According to Wojciechowski, market inspections, according to the current legal regime, will end in November, and according to the updated rules, if the procedure begins in June, they will end in September.
“The situation in the poultry market is not only local, but European-wide, and it is very likely that if imports do continue on this scale in the current months, there will be a return to the tariff quotas that were in place before liberalization,” he said.
As the commissioner said, the EC is monitoring the situation in the egg market. There is an increase in imports, and this is also covered by the excessive import procedure. “If this procedure shows excessive imports, there will be quotas or an import ban,” he added.
According to Wojciechowski, imports of frozen fruit from Ukraine to the EU reached 44,000 tons in 2022, an increase of 18.9 percent from 37,000 tons in 2021.
“This situation will be controlled. If during the season it becomes clear that there is a threat to Polish, European producers, the European Commission is ready to impose restrictions even in an emergency, express mode. It depends on the situation during the season, how the situation will develop in the coming months,” he stressed.
According to the Commissioner, since April 2022 until the end of March 2023, Ukraine exported 48 million tons of wheat, corn, rapeseed and sunflower seeds, 24 million tons of which were sent to Africa and Asia, about 24 million tons – to the EU countries, 10.3 million tons of which – to the five frontline countries.
Voytsekhovskyy specified that 4.1 million tons of Ukrainian grain arrived in Poland, of which 3.3 million tons remained in the country, and 700 tons were in transit.
The largest transit country, through which the Ukrainian grain passed, was Romania, through which 9 million tons passed, of which 2.5 million tons remained in the country.
As Voytsekhovskyy stated, there was no uncontrolled import of grain from Ukraine to the EU. Because of the growing problem in the frontline countries, a temporary import ban was imposed on Bulgaria, Poland, Romania, Hungary and Slovakia. “Existing restrictions are ‘likely’ to be extended,” wrote the Polish publication.
The European Commissioner recalled that free trade with Ukraine is very beneficial to the Polish economy. In 2022, almost 10 billion euros of goods were exported from Poland to Ukraine, and less than 6 billion zlotys (EUR 1.254 billion) were imported. At the same time, he noted that this is 1/3 of all EU exports, the value of which was EUR30 billion. In second place is Germany with exports of EUR4 billion.
“If someone asked me why I am in favor of liberalization of trade with Ukraine, it is only because not only political but also economic reasons demanded it,” the Polish edition quoted the European commissioner as saying.
