Prime Minister Yulia Sviridenko states that at the Ukraine Recovery Conference (URC 2026) in Gdańsk, Ukraine expects to sign 160 agreements worth over EUR10 billion.
“We expect 160 agreements worth more than EUR10 billion, which will mobilize resources across five areas: integration into Europe, human capital, business, regional and local development, and, for the first time, defense,” Sviridenko said at the opening of the Ukraine Recovery Conference (URC 2026) in Gdańsk on Thursday.
She also thanked partners for a EUR3.2 billion tranche, which will be disbursed on Thursday, enabling Ukraine to strengthen its defense, ensure macroeconomic stability, and prepare for the new heating season.
Later, Sviridenko reported on her Telegram channel that more than 80 Ukrainian companies are expected to participate in the largest URC business fair in history, alongside 2,000 business representatives from around the world.
A new format of the “Energy Platform” will also be launched, which will serve as a permanent tool for mobilizing international support for Ukraine’s energy sector.
“In my opening remarks, I noted that our main priorities are security, energy resilience, private-sector development, and attracting investment. Because Ukraine’s recovery is not just about rebuilding what has been destroyed—it is an investment in a strong Europe. That is precisely why strengthening Ukraine’s defense industry is a priority. Today, our defense industry is developing modern military technologies that have proven their effectiveness on the battlefield and are already contributing to the strengthening of European security,” she wrote.
As reported, the first tranche of EUR 3.2 billion from the European Union’s EUR 90 billion Ukraine Support Loan (USL) will be disbursed on Thursday, June 25, the opening day of the Ukraine Recovery Conference (URC 2026) in Gdańsk, Poland, according to European Commissioner for Enlargement Marta Kos.
The Ministry of Community and Territorial Development plans to sign agreements totaling more than EUR1.5 billion at the Ukraine Recovery Conference, covering areas of recovery in housing policy, infrastructure, and the country’s recovery through a regional approach.
The European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB) and the European Commission are launching the Ukraine Facility for Infrastructure Reconstruction (Ukraine FIRST) with EUR 30 million in funding to help prepare public investment projects for the reconstruction of infrastructure in Ukraine.
“The new program will cover the preparation of public investment projects in Ukraine, providing technical assistance, including feasibility studies, environmental assessments, cost estimates, and procurement plans,” the EBRD press release said.
It is noted that in addition to initial financing, additional funds are also planned to be provided by EU countries, in particular the Netherlands and Italy.
The program consists of two components. One, managed by the EBRD, will pool donor contributions and provide grants from international financial institutions to support project preparation.
The second, under the leadership of the EIB, will provide expert advisory services: feasibility studies, technical designs, and procurement plans. They will cooperate with the project preparation department of the Ukrainian government.
The pilot project of the program will be a EUR160 million loan to the state-owned Ukrnafta for the development of distributed generation and the installation of 250 MW of capacity.
Another project will be technical support from the EIB in partnership with the World Bank and, possibly, the EBRD, to prepare investments in the reconstruction and modernization of the M-15 Odessa-Remy highway, according to the statement.
The Ukraine FIRST program was presented by partners at the Ukraine Recovery Conference 2025 (URC) in Rome. It is part of the Framework for Project Preparation initiative developed by the Ukrainian government and international partners last year.
The upcoming Ukraine Recovery Conference (URC-2025) on July 10-11 this year in Rome will be attended by over two thousand participants, including almost 100 different delegations and 700 enterprises, said Italy’s Special Envoy for Ukraine Recovery Davide La Cecilia.
He pointed out at the Ukrainian House on the margins of the World Economic Forum in Davos on Wednesday that URC-2025 will feature conferences focusing on four areas: business, human capital, regional development and European integration.
According to La Cecilia, the conference will be held on two levels: the first will be organized panel discussions, while the second will be a recovery forum and a business fair.
As the Ambassador informed, the latter will feature 120 stalls, including 30 presented by Ukrainian companies, 30 by Italian companies and another 30 by international companies.
Cecilia noted that the Italian business community has expressed an active desire to participate in the Conference, and at the moment the process of consultations with them has started.
The Ambassador also said that in preparation for URC-2025 on March 5 in Milan will be held an event in cooperation with the Italian Chamber of Commerce and Industry, which will be attended by a hundred Ukrainian companies, a hundred Italian and a hundred representatives of the international community. “We will talk about housing construction, about energy,” the special envoy added.
Cecilia also indicated that further on April 2, Kiev will host a civil society event, and the next event is scheduled for May 10 in Verona.
A map of international partnerships of Ukrainian cities and towns was presented at the International Conference on Ukraine’s Recovery, which is taking place in Germany on June 11-12, Kyiv Mayor Vitali Klitschko said.
“During the International Conference on the reconstruction of Ukraine presented a map of international partnerships of Ukrainian cities and towns. The database was prepared by the Association of Ukrainian Cities together with the Council of European Municipalities and Regions,” he wrote in his Telegram channel on Wednesday.
Klitschko noted that now only a third of Ukrainian communities have partners in other countries, of which 200 – among municipalities in Germany.
“Today at the conference discussed the further development of such cooperation. Because, as our partners emphasize, it is the cooperation of cities, strengthening local self-government is key to strengthening European democracy. And also – for the future reconstruction of Ukraine,” – wrote Klitschko.

France will allocate 200 million euros to companies that will invest in the restoration of Ukraine’s critical infrastructure, with 60 million euros of these funds going to the Ukrainian energy sector, French President Emmanuel Macron said.
“We held a meeting at the level of the Reconstruction Fund and decided that new instruments will be created to accompany this reconstruction of Ukraine. An agreement has been signed on a 200 million euro fund that will be earmarked for those companies that will invest in Ukraine’s critical infrastructure to rebuild it,” Macron said during a joint press conference with Ukraine’s president in Paris on Friday evening.
At the same time, he said, 60 million euros from this fund will be directed to Ukraine’s energy sector and its priorities.
The French President also announced the decision to expand the mandate of the French Development Agency to support projects in Ukraine at the local level.
In particular, it was decided to second 20 French technical experts to various key ministries of Ukraine to witness the work on standardization.
The Forum for the Reconstruction of Ukraine is taking place in Istanbul. It began with a meeting between Turkish Trade Minister Omer Bolat and Minister of Transport and Infrastructure Abdulkadir Uraloglu and Vice Prime Minister of Ukraine Oleksandr Kubrakov.
“We held fruitful meetings with Omer Bolat and Abdulkadir Uraloglu, who organized the Ukraine Reconstruction Forum, an initiative that promotes cooperation in the recovery and development of the affected regions. This demonstrates a strong commitment,” Kubrakov wrote on social network X.
He noted that the forum will help increase the trade potential of the countries, expand logistics and foreign economic relations.
“We have a common goal: The Black Sea should become a zone of cooperation, trade and economic growth. It is important to attract private investment in infrastructure rehabilitation. This year, projects aimed at restoring energy, housing, critical and social infrastructure are prioritized,” Kubrakov said.
The Turkish Minister of Trade, for his part, emphasized that the experience gained from successful projects implemented by Turkish contractors in different regions of the world to date will become a cornerstone of cooperation between the two countries, especially in the reconstruction of Ukraine.
“In addition, together with Kubrakov, we have made important assessments of increasing the volume of mutual trade and strengthening economic relations between the two countries,” he wrote in X.
