The cost of water supply in Ukraine in July 2026 rose by 31.9% compared to June, while the cost of sewer services rose by 29.8%, according to data from the State Statistics Service. On a year-over-year basis, water supply prices rose by 52.1%, and sewerage services by 48.8%. A similar increase was recorded compared to December 2025.
As a result, the entire “housing, water, electricity, gas, and other fuels” group rose in price by 1.6% month-over-month in July and by 4.5% compared to July of last year.
The cost of garbage collection rose by 5.1% month-over-month and by 16.2% year-over-year. Maintenance of buildings and surrounding areas rose by 5.8% year-over-year.
At the same time, the statistical cost of electricity, natural gas, hot water, and heating in July remained unchanged both compared to June and year-over-year.
Thus, the July spike in the utility component was primarily due to a sharp increase in the cost of water supply and sewer services.

Heating bills were the main reason for the initiation of enforcement proceedings related to utility payments in Ukraine during the first half of 2026. Over the course of six months, 46,186 thousand enforcement proceedings were initiated regarding heating debts. These cases account for 42.5%, or, rounded, 43%, of all new utility debts, according to Opendatabot.
In second place are debts for water supply—19,416 thousand cases, or 17.9%.
Another 12,648 thousand cases, or 11.7%, are related to payments for housing maintenance services. Gas supply accounts for 11,538 thousand cases, or 10.6%, while electricity accounts for 9,947 thousand, or 9.2%.
A total of 7,020 thousand cases were opened due to debts for waste collection, while another 1,806 thousand were related to other types of utility services.
The largest group of debtors consisted of Ukrainians aged 46 to 60—they accounted for 38,119 thousand cases, or 35.1%.
People over 60 accounted for 27,695 thousand cases, or 25.5%, while citizens aged 36 to 45 accounted for 26,076 thousand, or 24%. The share of debtors under 35 was about 15%.
Women were involved in 60,141 thousand new cases, that is, more than half of all cases. The highest number of cases against a single individual in 2026 was recorded for a resident of the Mykolaiv region born in 1952—15 cases, all due to electricity debt.
In total, 108,561 thousand proceedings regarding utility debts were initiated in Ukraine from January through June. Of these, 70,206 thousand—or 65%—remained open and unpaid as of early July.
KSG Agro is investing over 25 million hryvnia in the creation of an autonomous water supply system for one of its pig farms and plans to fully supply it with water from its own sources by the end of 2026, the company’s press service reported on Wednesday.
“We are investing in capital solutions that allow us to minimize any dependence on external circumstances and ensure the uninterrupted operation of our production facilities. The autonomous water supply system will serve as a powerful safeguard against infrastructure risks and, at the same time, lay a solid foundation for reducing operating costs in the long term,” the press service quoted Serhiy Kasyanov, Chairman of the Board of Directors of KSG Agro, as saying.
According to the report, the project involves the reconstruction and modernization of Pumping Station No. 10, which will draw water from the “Dnipro–Kryvyi Rih” canal, as well as the upgrading of pipelines, the installation of new pumping equipment, automated metering systems, and digital water distribution management tools.
As noted in the press release, the project is based on the creation of the “Niva” water users’ organization, which brings together 189 landowners and land users in the region. In accordance with current Ukrainian legislation, the water users’ organization operates as a nonprofit and coordinates the provision of water supply services for the production and land reclamation needs of its members. The land reclamation network, which is being transferred to the organization’s management, covers 1,052 hectares and is one of the three largest irrigation systems in the Dnipropetrovsk region.
KSG Agro noted that the pig farm consumes approximately 20,000 cubic meters of water per month, and the implementation of the project is expected to reduce dependence on external infrastructure amid military risks, minimize water losses, and optimize operating costs.
The company estimates the payback period for the investment at three to four years.
KSG Agro is a vertically integrated holding company engaged in pig farming, as well as the production, storage, processing, and sale of grains and oilseeds. The company’s land bank in the Dnipropetrovsk and Kherson regions totals approximately 21,000 hectares. The agricultural holding ranks among the top five pork producers in Ukraine.
Serhiy Kasyanov remains the ultimate beneficiary of the holding company; through Olbis Investment LTD SA, he owns 47.83% of the shares, while 47.57% of the shares are freely traded on the Warsaw Stock Exchange.

Deputies of the Kyiv City Council have approved the allocation of UAH 548 million for the uninterrupted operation and energy independence of water supply and sewage systems in the capital, as well as for increasing the energy independence of these infrastructure facilities.
As reported on the website of the Kyiv City State Administration (KCSA) on Friday, the relevant changes have been made to the economic and social development program of Kyiv for 2024-26.
The Department of Economy and Investments of the KMDA notes that due to constant hostile shelling, the power grids on which the supply and disposal of water in residential buildings, hospitals, schools, kindergartens, and other infrastructure facilities depend are being damaged. Therefore, the funds will be allocated to prevent emergencies, restore and maintain the stable operation of urban water networks.
As a result of damage to the energy infrastructure, there are water supply interruptions in the capital, Kiev mayor Vitaliy Klitschko said.
“There are water supply interruptions in all parts of the capital due to damage to the energy infrastructure. Specialists are working to stabilize the system. Just in case, prepare a supply of drinking and technical water,” Klitschko wrote in his Telegram channel on Friday.
The Danish company Aarsleff Pipe Technologies, engaged in trenchless rehabilitation and repair of pipelines, has handed over equipment to Ukraine for the repair of water supply and drainage systems in war-affected areas, the press service of the Ministry for Communities and Territories Development of Ukraine has reported.
According to the report, equipment worth UAH 1.2 million was delivered to Zhytomyr, Malyn, Berdychiv, Korosten (all in Zhytomyr region), Kramatorsk (Donetsk region), Mykolaiv, Kharkiv and Sumy.
Earlier, Aarsleff and the Ministry for Communities and Territories Development agreed to supply equipment valued at EUR 400,000.
Aarsleff Pipe Technologies is engaged in trenchless pipeline renewal. The company is listed on Nasdaq Copenhagen A/S and the group has annual revenue of EUR 1.6 billion.
