The Cabinet of Ministers approved the volume of the state order for training in institutions of professional pre-higher and higher education in 2022.
“The government approved the volume of the state order for the training of specialists, scientific, scientific-pedagogical and working personnel, advanced training and retraining of personnel in 2022 and the list of state customers. The Ministry of Education and Science, together with the Ministry of Economy, identified priority areas for training specialists in the most demanded specialties, and namely: engineering, pedagogical and natural,” the press service of the Ministry of Education said in a statement.
In particular, the total volume of the state order in 2022 amounted to more than 188 thousand people, and the enrollment rate for full-time education was set at almost 173 thousand people.
The government also determined the list of state customers in 2022 and the forecast volumes of state orders for 2023 and 2024.
In particular, the following volumes of admission under the state order for the training of specialists with higher education: “junior bachelor” – 844 people, including full-time education – 844 people; “professional junior bachelor” – 38,719 people, including full-time education – 35,456 people; “bachelor” – 89,320 people, including full-time education – 82,420 people; “Master on the basis of the educational qualification level of the bachelor” – 49,524 people, including full-time education – 44,404 people; “master” on the basis of complete general secondary education – 6,041 people, including full-time education – 6,041 people.
It is noted that the design indicators for admission under the state order for the training of scientific and scientific-pedagogical personnel in graduate school will be 4,070 people, in doctoral studies – 423 people.
“For the first time, 160 internship places are provided for higher educational institutions that are under the control of the Ministry of Education and Science and train masters in medical and pharmaceutical areas,” the report says.
The Ministry of Education notes that the structure of the state order for the training of junior bachelors and bachelors (masters of medical, pharmaceutical and veterinary areas) takes into account the current situation in Ukraine, taking into account the liberation of the temporarily occupied territories.
In particular, in order to restore the regions and territories affected by Russia’s aggression, it is planned to train specialists to restore infrastructure and create conditions for the activities of all business entities.
In addition, the government has provided a simplified procedure for entry in 2022 for persons from the temporarily occupied territories, in particular, for applicants for education who started their studies in previous years on a contract, and also provides for transfer to places of state order at the expense of vacant places.
The Verkhovna Rada adopted in the first reading and as a basis bill No. 6383, which provides for the introduction of building information modeling (BIM-technologies) at all stages of the life cycle of objects.
“In most developed countries, BIM technologies are already actively used in the design of construction projects. In particular, for state orders, their use is mandatory. The Ukrainian construction industry still does not have a very high level of digitalization, and BIM technologies are still used in their activities of only a few organizations. Finally, we will change this and our construction will become modern,” Elena Shulyak, deputy head of the Verkhovna Rada Committee on the organization of state power, local self-government, regional development and urban planning, said on Facebook.
According to her, thanks to BIM technologies, it will be possible to gain access to any information about the construction site, control construction work at all stages, rationally use resources and significantly reduce construction costs.
As reported, the draft law also provides for the mandatory use of BIM technologies in the development of project documentation for the construction of facilities with the involvement of budgetary funds. In this case, a transitional period of five years is established.
Earlier in February 2021, the Cabinet of Ministers of Ukraine approved the concept for the introduction of BIM technologies.
The Verkhovna Rada intends to equalize the terms of remuneration for citizens of Ukraine and foreigners.
The corresponding bill No. 5795 on amendments to the laws on the use of labor of foreigners and stateless persons in Ukraine was supported by 240 people’s deputies in the first reading at the plenary session of the Verkhovna Rada on Friday, the website of the parliament reports.
The bill proposes to amend the laws on employment and the legal status of foreigners and stateless persons.
The document provides for the improvement of the procedure for issuing (refusal to issue) or continuation (refusal to continue) the validity of a permit for the use of labor of foreigners and stateless persons.
As noted in the explanatory note to the document, the amendments to the laws will create equal conditions for remuneration for both Ukrainian citizens and foreigners and stateless persons who are legally in Ukraine.
The adoption of the draft law will provide legal grounds for the use of the labor of foreigners and stateless persons who study in educational institutions of Ukraine.
The document also provides for the free issuance of a duplicate work permit for foreigners and stateless persons in cases of loss or damage to a previously issued permit, the validity of which has not yet expired.

Ukraine may become the first country to describe in detail civilian medicine during the war, practitioners and experts in the field of medicine expressed this opinion during a round table at the Interfax-Ukraine agency on Thursday.
“We can become the first nation to describe civilian medicine in detail during the war. Today there is nothing like it. There is only military medicine in war conditions, these are one-sided NATO and Russian articles,” said Andrey Beznosenko, head physician of the National Cancer Institute.
He noted that there have never been articles, information from a country that systematically analyzes what happened to civilian medicine during the war.
At the same time, Svetlana Lonskaya, business development director of the ADONIS medical group of companies, said that ADONIS has introduced medical field teams for the affected regions.
According to her, a group of two or three narrow specialists is being created who travel to the affected regions and provide free medical advice to those who wish.
She also noted that ADONIS is working on creating a more stable form of stem cells for easier transportation, as they are now transported frozen at a constant low temperature.
Lonskaya predicts that the innovative form of stem cells could be stored as a cream or hydrogel patches.
In turn, the head of the Department of Inflammatory Eye Pathologies and Microsurgical Treatment of Their Consequences of the VP Filatov Institute of Eye Diseases and Tissue Therapy of the National Academy of Medical Sciences of Ukraine Oleksandra Zborovskaya spoke about the need to create a supra-cluster ophthalmological center.
“The war convinced us of the need to create a supra-cluster ophthalmological center, since it is more profitable for the state to finance even the patient’s travel to the only center in the country where he can receive a closed cycle of ophthalmological care. Telemedicine has not justified our hopes. In ophthalmology, many things cannot be standardized, and methods There are simply no objective diagnostics,” Zborovskaya said.
Head of the Department of Cardiometabolic Diseases of the Clinic for Adults of the State Institution “Center for Pediatric Cardiology and Cardiac Surgery of the Ministry of Health of Ukraine” Yevhen Marushko emphasized that the Ukrainian healthcare system has survived and continues to develop.
“Is there any other country in the world where new departments, new programs, new buildings, new directions are opened during the war? Our healthcare system has not only survived, it is developing,” Marushko said.
