Ukrainians’ Attitudes Toward Algeria Remain Largely Neutral – Experts Club

Algeria belongs to a group of countries toward which Ukrainian society demonstrates a limited level of formed opinion. According to the results of a survey conducted in March 2026 by the research company Active Group in collaboration with the information and analytical center Experts Club, 74.1% of respondents rated their attitude toward this country as neutral. This percentage is one of the highest among all countries surveyed and indicates a low level of awareness or personal experience of interaction with Algeria.

A positive attitude toward Algeria was expressed by 9.3% of Ukrainians, which is less than the 11.7% recorded in August 2025. The breakdown of positive assessments consists of 3.3% “completely positive” and 6.1% “mostly positive” responses. The decline in this indicator suggests a certain waning of interest or the absence of new factors that could strengthen the country’s positive image.

At the same time, negative attitudes rose from 6.0% to 9.1%. The majority of these are “mostly negative” assessments (7.2%), while “completely negative” responses account for 1.9%. Although the absolute figures remain relatively low, the trend itself indicates a gradual increase in critical perceptions.

Particular attention is drawn to the share of those who could not decide on an answer—7.5%. This is yet another indicator that, for a significant portion of Ukrainians, Algeria remains a country with limited media presence and, consequently, a poorly defined image.

Taken together, these indicators paint a characteristic picture: Algeria is perceived predominantly neutrally, with a slight preponderance of negative assessments over positive ones. This balance differs from countries that have a more clearly defined positive or negative profile in the minds of Ukrainians.

“In the case of countries like Algeria, we see a classic situation of informational distance. Ukrainians lack sufficient contacts, signals, or experience of interaction to form a clear attitude. As a result, neutrality prevails, which can easily shift in either a positive or negative direction depending on external factors,” noted Maksym Urakin, founder of the Experts Club information and analytical center.

Thus, Algeria remains a country with a low level of emotional engagement among the Ukrainian public. The future dynamics of its perception will largely depend on the intensity of economic, political, and informational contacts between the two countries, as well as on Algeria’s presence in the Ukrainian public sphere.

According to a study conducted by the Experts Club information and analytical center based on data from the State Customs Service, Algeria ranks 28th in total trade volume with Ukraine, amounting to $762.9 million. At the same time, Ukraine has a trade surplus with Algeria, as exports of Ukrainian goods exceed imports by more than 4.5 times.

Zelenskyy Meets with New Ambassadors from Algeria, Philippines, Australia, and Moldova

Ukrainian President Volodymyr Zelenskyy presided over a ceremony to receive the credentials of new diplomatic representatives from foreign countries and discussed issues of international security and support for Ukraine.

The newly appointed ambassadors who presented their credentials to Zelenskyy are Ahmed Ouail of Algeria, Alan Deniega of the Philippines, Jeff Bowan of Australia, and Victor Kirile of Moldova. The President congratulated them on the start of their diplomatic missions and thanked them for supporting Ukraine’s independence.

During the meeting, they discussed Russia’s war against Ukraine, the protection of citizens, as well as the situation in the Middle East and the Gulf region. According to Zelenskyy, partners emphasize the importance of Ukraine’s security mission and cooperation with countries currently under attack by the Iranian regime.

“Our goal is absolutely clear: we must enhance security everywhere and do everything possible to end the war and ensure reliable protection. We are counting heavily on coordination and mutual support. Ukraine is open to cooperation with everyone who truly values peace,” the president emphasized.

Ukraine has opened three new markets for cattle exports to Algeria

Ukraine has opened three new markets for cattle exports to Algeria, according to a press release from the State Service of Ukraine for Food Safety and Consumer Protection. According to the report, the State Service for Food Safety and Consumer Protection, together with the Ministry of Foreign Affairs of Ukraine, Ukrainian diplomatic institutions, and relevant ministries, have agreed on three forms of veterinary documents with the veterinary service of the Ministry of Agriculture, Rural Development, and Fisheries of the People’s Democratic Republic of Algeria. These include, in particular, a veterinary health certificate form for the export of meat and breeding cattle, as well as cattle for fattening.

“The opening of three new export destinations for cattle to Algeria is an important result of the systematic work of the State Service of Ukraine for Food Safety and Consumer Protection. In total, five new markets for Ukrainian animal products have been opened since the beginning of the year, which creates additional opportunities for domestic producers and contributes to strengthening Ukraine’s position in the international trade arena,” emphasized Sergey Tkachuk, head of the State Service of Ukraine for Food Safety and Consumer Protection.

The agency emphasized that the opening of these export markets is an important step in deepening trade and economic cooperation between Ukraine and Algeria and confirms the compliance of Ukrainian products with the veterinary requirements of the importing country.

The agreed forms of veterinary certificates have already been published on the official web portal of the State Service of Ukraine for Food Safety and Consumer Protection in the section “International Cooperation” – “Veterinary and Safety” – “Certificates for export from Ukraine” at https://dpss.gov.ua/mizhnarodne-spivrobitnictv/veterinariya-ta-bezpechnist/sertifikati-na-eksport-z-ukrayini.

Egypt, Spain, and Moldova Ukraine’s leading trading partners in terms of positive trade balance

Ukraine maintains a significant positive trade balance with a number of key partners, which partially offsets the deficit in relations with China and EU countries.

The largest surplus in the first half of 2025 was recorded in trade with Egypt — $605.0 million. Spain ranks second with a balance of $515.3 million, followed by the Republic of Moldova — $448.4 million. Positive dynamics are also observed in relations with the Netherlands ($357.6 million), Algeria ($276.6 million), and Lebanon ($243.8 million).

Ukraine also has a high trade surplus with Iraq ($189.0 million), Libya ($133.6 million), Saudi Arabia ($128.4 million), and Kazakhstan ($113.6 million).

“The positive trade balance indicates that Ukraine is capable of competing effectively in international markets, especially in the agricultural sector and metallurgy. At the same time, it should be borne in mind that these markets are vulnerable to changes in the global economic situation, price fluctuations, and political factors,” emphasized Maksim Urakin, founder of Experts Club and economist.

According to him, maintaining a positive balance in relations with the countries of the Middle East and North Africa is a key element of Ukraine’s foreign trade strategy.

“Egypt, Spain, and the countries of the Arab world are stable importers of Ukrainian agricultural products. This is a strategic direction that needs to be developed further, as it creates a safety cushion for the economy against the backdrop of significant import costs,” Urakyn emphasized.

Analysts note that consolidating positions in the African and Middle Eastern markets could become a long-term factor in strengthening Ukraine’s foreign economic balance.

Ukrainians mostly neutral towards Algeria, but trade shows potential for development

A survey conducted by Active Group and Experts Club in August 2025 showed that Ukrainians’ attitude towards Algeria remains neutral overall.

According to the results, 75% of respondents said they were neutral towards the country. Positive assessments accounted for only 11.7% (of which 9.3% were mostly positive and 2.3% were completely positive). At the same time, 6% had a negative attitude, and another 7.3% of respondents said they were not familiar with Algeria at all.

“For Ukrainians, Algeria remains a relatively distant country, which explains the high level of neutral assessments. At the same time, positive attitudes still prevail over negative ones, and this creates a basis for further cooperation,” commented Alexander Pozniy, head of Active Group.

In turn, Experts Club co-founder Maksim Urakin emphasized the importance of economic ties:

“Despite relatively weak emotional perceptions, Ukraine and Algeria have a noticeable level of trade interaction. In 2025, bilateral trade exceeded $401 million. At the same time, Ukrainian exports amounted to $338.9 million, while imports of Algerian goods amounted to only $62.4 million. As a result, the trade balance is significant and positive for Ukraine — over $276 million. This indicates that economic cooperation can become the basis for further development of relations,” he stressed.

Thus, although Ukrainians’ attitude toward Algeria is mostly neutral, the economic balance looks very favorable for Ukraine.

New Ukrainian ambassador to Algeria appointed

Ukrainian President Volodymyr Zelenskyy has signed Decree No. 518/2025 on the appointment of Oleksandr Voronin as Ukraine’s ambassador extraordinary and plenipotentiary to the People’s Democratic Republic of Algeria.

Official diplomatic relations between Ukraine and Algeria were established in 1992. The Ukrainian Embassy in Algeria has been active since the early 2000s, developing cooperation in trade, education and energy.

Alexander Voronin has experience in the diplomatic system of Ukraine.
